One of the first items an expectant parent needs is a car seat for their child. There are many low-cost or no-cost distribution programs throughout the country. Utilize this list of known resources by state.

Callaway County Ambulance District, Callaway County -In order to qualify for a free car seat, you must apply for a voucher by going to SERVE, Inc., 4901 County Road 304, Fulton, MO 65251 to complete an application.

Cass County Health Department, Cass County – Must participate in a car seat safety workshop to receive a free car seat. To apply, call our office at 816-380-8425 for more information or fill out this application form.

Henry County Health Center, Henry County – Free car seats to county residents. Proof required.

SafeSeat for Baby – Healthy Mothers, Healthy Babies Program, The Montana Coalition – SafeSeat for Baby provides car seats at no cost to Montana families in need. Families who receive car seats also undergo training on how to install and use the seat. For a family to be eligible, the local public health department or an early childhood specialist must refer them to the program.

BuckleUp NC – The North Carolina Highway Safety Research Center has a listing of all BuckleUp Checking Stations in the state.  Many of these stations will have low-cost or no-cost car seats available for eligible caregivers. Educational session is required.

A limited number of car seats and booster seats are also available at no cost to families eligible for WIC benefits or who receive other government assistance such as Medicaid, SNAP, or TANF. Benton and Linn Counties

The Albany Area Child Passenger Safety Program can provide low-cost seats to income-eligible families residing in Linn and Benton counties. A referral may be obtained from Love, Inc, or from WIC for families who are currently eligible for and receiving WIC benefits. Check with your local Health Department.

Clackamas, Multnomah and Washington Counties

Safe Kids Lower Columbia – This program provides an interactive car seat program with one-on-one instruction, a $50 visa gift card just for keeping your appointment, and a free car seat if needed. (360) 575-6280

Josephine County

Grants Pass Fire and Rescue – Individuals on OHP or families working with WIC qualify for reduced-cost seats. The coalition provides convertible and combination seats for $30 cash and booster seats for $10 cash. We are unable to distribute seats outside of the scheduled distribution events. Morrow and Umatilla Counties

Umatilla-Morrow Head Start, Inc – Families in/near Hermiston and Pendleton can get car seats for low-income families at a reduced cost. Convertible seats are available for $30, high-back boosters for $20, and no-back boosters for $10.

Baker, Malheur, Union and Wallowa Counties

Oregon Building Healthy Families – Contact us by the appropriate county.

Polk, Marion, and Yamhill Counties

Bambinos Oregon – Must be a client of Bambinos residing in Polk, Marion, or Yamhill Counties. A $30 non-refundable deposit must be paid in advance to Bambinos, Oregon in order to receive a car seat. You will be given a receipt and an appointment reminder to bring with you to your car seat appointment or car seat clinic where you will obtain the new seat.

Salem Right to Life Center – Visit website to apply. All courses are provided online. Upon completion of a course, you will earn Baby Bucks to redeem with us or our partners for items ranging from cribs to diapers and wipes! English and Spanish

Children’s Hospital of Philadelphia – You must have a written prescription/referral from a healthcare provider (doctor, nurse, social worker, etc.) along with an EBT Access card and photo identification. The prescription/referral form must state your need for a child safety seat, your child’s name, date of birth, height and weight. If you’re expecting, it must state your need for a child safety seat and expected delivery date. You can now complete the application online.

BCBS Healthy Blue South Carolina – You must go to 11 prenatal visits. Prenatal care is the health care you get while you are pregnant. The first visit must be on or before the 14th week of pregnancy. Use the Extra Benefits Hub within your BCBS My Health Toolkit. More information on the provided website.

Molina Healthcare of South Carolina – Provides a free car seat program for eligible members who complete 6 prenatal visits. Members must email their details to [email protected] with “Car Seat” as the email subject. The email must include the member’s full name, physical mailing address, phone number, and Molina ID number. Please note that car seat types may vary.

Kidsafe Child Passenger Safety Injury Prevention Program – Car seats are distributed to low-income families free of charge. Southwest Utah Public Health Department – Must meet Income Requirements, must be a new moms (Apply within your 3rd trimester). Free car seats are provided based on the following: Current car seat is expired. You do not have a car seat. Child has outgrown current car seat.

Tooele County Health Department – Class attendees have the opportunity to purchase a car seat. Attendance is required for those who wish to buy one. Complete this form to request assistance.

Weber-Morgan Health Department – Children’s First Safety Always is a program that consists of a 2-hour lecture, discussion, and hands-on practice installing and using child car restraints properly. Participants must attend the full 2-hour program in order to obtain a low cost seat-for a donation fee. They must also have the vehicle that they plan to transport the child in at the class. 801-399-7186

Statewide

Vermont Safety Seat Voucher Program – Statewide program that provides vouchers to residence who meet program eligibility. If you think you are eligible for the low-income program please make an appointment at your nearest Car Seat Assistance Station and meet with a Nationally Certified, Child Passenger Safety Technician.

  1. The program allows for distribution of FREE car seats and booster seats to WIC recipients after completing their child passenger safety seat inspection appointment. Please note, having a WIC voucher does not mean you will automatically receive a FREE car seat or booster. The Child Passenger Safety Technician will determine if your child is in need of a program seat.
  2. Other low-income Vermonters, not receiving WIC, may also be eligible. Families receiving, Reach Up assistance, Dr. Dynasaur and Foster Children may be eligible if in need. All participants will receive education and instruction on child safety seat use, installation and harnessing as well as the proper use of a booster seat and guidance on when to transition to a safety belt when needed. The Child Passenger Safety Technician at your local Car Seat Assistance Station will determine if your child is in need of a  program seat.

Virginia Department of Health Low Income Safety Seat Distribution and Education Program – The Virginia Department of Health Low Income Safety Seat Distribution and Education Program promotes, purchases and distributes free child safety seats to eligible families who cannot afford them. Washington State Child Passenger Safety Program Safest Ride – Find a Car Seat Inspection Station in your area. Low-cost or no-cost car seats may be available at some locations.

Two Hearts Pregnancy Aid – Snug and Secure Car Seat Program – Car seats available for expectant mothers. To become eligible for our program, a valid Washington State Driver’s License and proof of income are now required. (425) 252-6444

Benton  Franklin County

Benton Franklin Health District – Car seats and booster seats may be available for low-income families who qualify. Please call 509.460.4200 for more information.

Clark County

Babies in Need – When you deliver your baby, just speak to your Birth Center social worker or nurse at PeaceHealth Southwest Medical Center, Legacy Salmon Creek Medical Center or PeaceHealth St. John Medical Center (in Longview) about a car seat for 4-35 pound child.

PeaceHealth Southwest Medical Center – We have limited number of car seats available for low income families. You must show proof of need such as an EBT or medical card. There is only one seat available per child. This is only for the parents or guardians of the child. Child must be present (if you are pregnant, child is present). Cost is $20, cash or check. Car seats are sold on a first come, first serve basis, so come early if you need a seat.
